So I'm playing with a new DM that has implemented some of their own rules when it comes to rolling hp, we just leveled up to level 2 and my wizard that had the starting hp of 8 with a constitution of +2 now has a maximum of 18hp after rolling with the special rules. The rulebook max possible is 16hp. Whenever I take a long rest it goes back to 14 for some reason. which I find very odd.
What kind of hp rolling change did your DM make? If it's adding a fixed value per level on top of the die roll + CON mod, then you could use something like the Tough feat (which adds 2hp per level) instead of needing to override max HP.
I'm guessing they went with giving you a different-sided die to roll instead, but it's a thought.

We basically changed it so every class upgraded one hit dice so 1d6 to 1d8 and 1d8 to 1d10 and so forth and he also added a minimum roll of half +1 of that hit dice so a d8 could roll a 5 at lowest. After that adding your constitution modifier. so my roll was a 1d8 and I rolled an 8. Then adding my constitution mod which is a +2.

In the character builder, on the home page, is HP set for manual or fixed?

It sounds like you're using override on the character sheet and then, when you take a long rest there's an option box there to remove overrides.
This is where you set your hit points in the builder - click the "MANAGE HP" button on the class page.

Just enter the hit points using the MANAGE HP button, using the character builder (as per screenshot above). 😊
The values entered via the character sheet are designed to be temporary ones during play.
