I just purchased spells for my Aberrant Mind Sorcerer -- Arms of Hadar and Mind Sliver, but when I went into the character creator, only Mind Sliver is available to add to my Learned Spells. Arms of Hadar won't come up in the search bar.
The spells you gain from the Psionic Spells class feature show up in the class feature in the Character Builder, because they aren't standard "Known" learned spells for your sorcerer. They should already show up under your Spells tab on your character sheet.
Arms of Hadar is only on the Warlock spell list, which is why you don't see it available to learn under Manage Spells.

Try checking your entitlements: Click on your username/avatar in the upper right of this page (or, if you are on mobile, in the menu button), choose Account, then Marketplace. Check the first section called "Account entitlements". If it says you need to sync, click on the sync button.
