This bug occurs for all three Xanathar’s Ranger subclasses.
The additional spells given by each subclass all show repeated in higher level spell levels, despite not having additional benefits when cast at higher levels.
My description isn’t very clear, so here’s a picture of an example from the Horizon Walker:
Haste, MistyStep, and Protection from Evil and Good should not be shown in blue for 5th level ranger spell slots, as they have no additional effects at higher level.
The same happens for the Gloom Stalker and Monster Hunter additional spells.
But most other spells that have no additional effect at higher levels don't show up to be upcast like he points out. If you put haste on a wizard, it only shows up at spell level 3.

Spells can always be cast using higher level spell slots - there can be reasons to do so, due to mechanics of other magics (dispel etc).

As WolfOfTheBees says, no other spells on D&D Beyond are behaving like this, only those included with the subclasses listed.
Spells that have additional effects at higher levels do reappear at higher levels, spells that don’t have extra effects do not.
These particular spells are not following the D&D Beyond system of displaying spells.
