I created my druid character but for my circle the only options I have are the circle of the land options. With Circle of the Moon being in the PHB why isn't it here?
I own the Player's Handbook (as well as Xanathar's, Volo's, the DMG, and the MM), so I have already paid for this content. How do I unlock in D&D Beyond?

Bridle, have you turned on campaign sharing in the campaign in question, and is your player making a character within that campaign? (Through the campaign join link)? They will not be able to add things to a character from purchaseable content unless that character is being made in the campaign.
Stormknight the FAQ doesnt help, I also have paid for the players handbook and have a master tier as the DM and my players are not able to choose circle of the moon either. Please be more specific than just pointing to the faq
You have to enable the sharing on the campaign page. Check the campaign page on the top left.

Because is a non-free option for the druid.
D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.
Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.
