Since it's there for me when I try this, I'm guessing this is more to do with you or your device.
But, testing quickly on Chrome and Firefox on PC the Add a Poll button is bottom-left under the main box when making a new thread.

The Add a Poll button isnt on screen when I go to create a thread. Plz fix
