I recently (yesterday) upgraded my tier to Master so I could share my character content with my DM who has hero tier. He has sharing turned on, but none of my additional content (all races and backgrounds) are showing up in the content list. I only have 4 campaigns. I am DM in one and my content sharing tab doesn’t show any of the individual purchases (not whole sourcebooks). I was under the impression that bundle purchases were also shareable.
An example of the issue is that my character is Fairy with a Lorehold Student background from Feywild. He cannot acces the information on Lorehold via my character sheet though I obviously own that content.
not sure if this is germane, but there is also a blue dot next to My Subscription in my user pull down.
Only someone with a master tier sub can turn on content sharing. That person does not need to be the DM. Since you specifically said you upgraded to a Master Tier sub, I presumed you were the one that turned sharing on. Only the DM can “block” certain content (but not player options) once content sharing is enabled, but anyone in the campaign who has a Master Tier can turn it on.
If you DM already had a Master Tier sub and had turned on content sharing, you didn’t need a Master Tier sub to share content you have purchased.

Try the following steps, stopping when the issue is resolve
-Go to https://www.dndbeyond.com/account/marketplace; check “account entitlements” if it says you need to sync, click the sync button
-Ask you DM to do the same
-Turn content sharing off and then back on again for the campaign (as the owner of the Master Tier sub, you need to do this)
-redo the first two steps if necessary.
