I just made a new campaign and I don't see the button for allowing content sharing. It is not there anymore for me. I tried making a new one but still the same thing and I tried making an unassigned character to see if it come back up. The button is gone for me.
Do you have a Master subscription? - you can only enable content sharing if you have a master subscription. If you do, how many campaigns have you already enabled content sharing for? - you can only enable content sharing for up to 5 campaigns.
Being able to free-share premium content for 60 people covering 495 characters, all for the price of a coffee per month, is more than generous.
If we factor person having everything, which is about $1,000.
This means that person can share all content with 59 other people. That's $59,000 worth of premium content for the price of $6 per month. The cap is not silly. It's so they can, ya know, still be in business.

On my campaign, I have shared content, but my players still can't access any feats or anything from the content I have purchased. I have a Master Subscription, the player doesn't have a subscription at all, but I didn't think that should matter. Any idea what I am doing wrong?
The player needs to be sure that the character they're making is inside the campaign where content sharing is turned on. Also make sure that any content restriction sliders are on (red/right) -- that's probably not the issue for feats, though, but worth mentioning. You can also try turning the content sharing off and on again.

Well that's just silly that you can only have 5 campaigns with shared content. Oh well I guess I will have to get rid of one of my campaigns.
To directly answer your questions though, yes I have master subscription and yes this will be my 6th campaign.
Campaigns allow 12 people, up to 99 characters.

You can just disable sharing in that campaign if you prefer.
