I was looking forward to new Orc updates in MotM. It appears I'm expected to re-purchase all of the races I've already paid for once to recieve these balance changes.
To clarify, it is intended because it's not being treated as an update to the race, but as an entirely new race (on dndbeyond at least for now).
That being said, if all you want is the Orc, you can buy it sperate for 1.99 linked here. The cost of which will be reduced from the total cost of the whole book if you end up buying it.

Surely this can't be an intentional decision?

It is the same as everybody who purchased the full book containing the old version of the races.
They have to buy the new book to see the updated races.
