As always, post a link to your character so the mods can look at it.
In the mean time, check to make sure you are not using a homebrew version of the item, as homebrewed items that are not homebrewed properly might not work as intended.
The only other thing I can think of is that the item technically does not increase Strength. It sets your Strength score to 19 if it is lower than 19, but it will not increase it if it is 19 and higher. So if your character already has a Strength of 19, then the item generally is not going to much of anything in most cases.
To link your character you take the website address from the character sheet page and past it here just like you would link any other website.
When you say character creation, are you talking about the character sheet itself or are you talking about the character builder under the Abilities tab?
The score is being overwritten manually to make it 15. That's what I thought was happening but I wanted to check before I said anything. You can fix this by clicking on the strength score and removing the override.
Edit: you have the same thing happening with your wisdom. If you want to have higher base stats without having to override them you can make your stat generation method manual and put whatever number (min 3 max 18) in the slot and still get your racial bonus.
I have the gauntlets attuned and equipped, but they do not increase my str. why?
