After examining several threads here on spell scaling I'm still lost. I've done everything correctly as far as I can tell but damage won't increase by level, if someone could look over what I've done and see what I've missed it'd be greatly appreciated!
You need to set the “Higher Level Scaling Type” (under Basic Information) to “Spell Scale.” (“Character Level” is only for Cantrips and “Spell Level” doesn’t work correctly.)
You must also see the Modifier to register the base 3d8 Lightning damage at 2nd-level.
You must also add the “At Hight Level” data that will actually adjust that damage.
Additionally, you need to add something to the sell’s description indicating the hat the damage increases when the spell is upcast. If you do not list everything a homebrew does in the description it is a violation of site policy, and it’s unpleasant for anyone who adds your ‘brew to their collections to suddenly discover that it has an incomple description that they will have to explain over and over to their players or DMs.
Finally, you MUST re-save the entire homebrew using the main [SAVE CHANGES] button under Basic Information or the system won’t pick up your changes.

As for the scaling, I did try that but didn’t seem to be working, though I suppose it’s possible the character I was using to test wasn’t getting the updated version of the spell. Either way, I have a working version now
Just want to point out that 'Spell Level' progression does work, just perhaps not as one would expect; when using Additional Points for Damage, e.g., you actually have to specify the exact amount of damage done by the spell at that given spell level. A good example of this in practice is the 3rd-level spell elemental weapon, which has increased damage at 5th and 7th levels, but not 9th, and so can't use the typical 'Spell Scale' pattern. You can also use this method to do other interesting spell damage scaling techniques, such as increasing the damage die size at certain spell levels!

Generally speaking, I like to think I have just about as comprehensive an understanding of the content creation platform as is possible with only User privileges. So whenever anyone teaches me something new about the software; corrects something I got wrong; explains something I didn’t understand, or misunderstood; or (as in this case) reminds me of stuff I haven’t used in so long that my brain “Archived” the information without my even realizing it. (That not only teaches me what I forgot, it also teaches me what I haven’t homebrewed in so long that I forgot it.)
However, you hold the unique distinction of having taught me not once or twice; but in fact three times. And all within the last year, the period when my knowledge of that system has benn the most comprehensive. So I feel especially obliged to credit you for not only your depth of knowledge about the ‘brewer, but also your thoroughness in sharing that knowledge with the site’s forum users.
You have my most sincere gratitude, whatever that’s worth to you.
