I've been able to do content sharing before but today when my brother tried to make a character in my campaign he didn't have access to my purchased content. I have the master tier subscription, I have content sharing enabled for the campaign, and I have all the books turned on in content management within the campaign. I am not sure what I am doing wrong but I'm very stressed since I am trying to get a group of people into my game with new characters. I'm not sure if there is a limit on characters but there are 6 pcs so far (with more to come) and character sheets for 11 npcs. Only 5 sheets are active, the rest have been deactivated. Advice is welcome. Thank you.

So - the problem is your 11 NPCs probably.
If you created NPCs as a part of the campaign -
Share Unlocked Official Content with others (For up to 5 campaigns, with up to 12 players each)
So what I always do is create the NPCs through Homebrew.
Just go to Create -> Monster -> Select one of the "bandits" or something - and adjust accordingly.
Otherwise, you could have them create a human fighter. Join the campaign. Then edit the character once they've joined the campaign to see if the options appear.
But I suspect it's your "NPCs" - because D&D Beyond doesn't know the difference between NPCs in a campaign and players.
So I'd recommend going the Homebrew for your NPCs.

I was thinking if the NPCs are in the "Unclaimed" Status - it might? Because it wouldn't know who those characters are for?

Check that your Account Entitlements are in sync. They can sometimes unsync - I've had it happen myself a couple times.
Have him check his entitlements too, with the same link.

I didn't know my own characters would count against the limit. I'll give it a try by removing them from the campaign.
Your characters count against a limit of 99 characters per player for up to 12 players. Your characters are not the problem.
