Checked and can confirm this bug. Necklace of Adaptation (from Basic Rules) doesn't appear in the replicate magic item choice in character builder at any level, even though it is listed as one in the Artificer page as a 10th level replicate magic item option.

when you pick artificer infusions necklace of adaptation is not among the options
