When I go to the feat list for most of my characters, I only see about a third of the new feats in the list. Even in campaigns where I am providing the content management. I have looked for missing/different settings in the Home tab of the characters for a difference but don't see any. I have a Master sub, and I checked and it says my licenses are synced. The one strange thing is that in a campaign with content management provided by someone else, the characters see the entire list.

Can you give a specific example of a feat that’s missing?
Have you purchased the book that feat is in? If so, is it listed here under Current Product Licenses?

If the book is shared with you instead, is this character assigned to the campaign that’s sharing it?
Are your account entitlements in sync?

Have you enabled the correct Sources or Partnered Content options in your character settings?
Does the feat have any prerequisites that your character does not qualify for?
