My half-elf Divine Soul Sorcerer is missing the ability to select several different spells, as well as the ability to select any feat but grappler. The character is part of my DM's campaign, and he has access to all the relevant materials, which in this case is the PHB and XGtE. Missing spells I'm trying to add:
Word of Radiance, cleric cantrip from XGtE. My DM said his test cleric was also unable to add that spell.
Chromatic Orb, 1st level sorcerer spell from PHB.
Missing Feat:
I'm trying to add Elven Accuracy, but there should be a large number of feats available to this character, and I cannot add anything but Grappler.
Your DM needs the Master tier subscription to enable sharing of purchased content. The spells and feat are purchased content. If he has master tier subscription he must enable content sharing, not have exceeded the maximum number of players for a campaign and not exceeded the maximum campaigns that he can share content with.
If he does not have Master tier he cannot share the content with you, presuming he has purchased it. His options are get a Master tier subscription or create a private (i.e. not published) homebrew copy - you can access his homebrew without either of you needing subscriptions. Alternatively, you can purchase the content.

I wouldn't have been able to create a divine soul sorcerer in the first place if he didn't have that, as all my copies are physical.
Bumping this thread I haven't been able to find an explanation for this behavior other than a bug of some kind.
Another missing cantrip for Divine Soul. No guidance.
