The HP Modifier added in the character creation panel is removed on a long rest. I wanted to create an item to work around but the Bonus Hit Point modifier of homebrew items doesn't work either (as reported several times in the past 5 years).
My DM lets the characters have max HPs. I look at what my max possible HPs are in the character builder, then put that number in "Override HP" box. This usually is no problem. But lately, a Long Rest removes the CON Bonus from about 25% of our characters, while the rest are just fine.
We seem okay if instead of using the "Override HP" box, we instead calculate what our max dice roll would be, and enter that into the "Rolled HP" box. (As IamSposta said). This has only seemed to be a recent development. So yeah, we can do some minor multiplication and get around the issue, but it's a QoL thing that would be nice to have fixed.
(It doesn't make a difference whether we are set for Manual or Fixed HPs.)

Is this supposed to be for a temporary HP boost, or permanent HP increase?

Permanent, a gift from the DM. You'd think that something you add in the creation panel would stick around :/
You have to add it in the correct spot or it treats it as a temp bonus. Add it to your “rolled HP,” not as a “modifier.”
