As we all know, feats can added through the character builder when the character reaches 4th, 8th, 12th, 16th and 19th levels. However, if a player goes into "Features and Traits > Feats > Manage Feats", s/he can add any and all Feats from that menu, unbeknownst to the DM.
I realize that this mechanic is an option that can be utilized to add feats outside of the normal progression in the manage screen, however I suggest that the DM gets the ability to lock/unlock that feature for the characters in his/her campaign. I'd like to think my players would have enough honor not to play with those feats without DM permission, but you know how it goes, some are tempted and have no will-power/want to win too much.
Please consider adding a lock/unlock feature to this area that only the DM of a campaign can toggle.
There is never gonna be a "lock function" like that. Ultimate character sheet control is up to players, not the DM. The player owns the sheet, the DM never does. The D&D Beyond team have already responded to requests about DM control over sheets and they were shut down - it will never be a case of a DM having the ability to lock or restrict use of a character sheet option in any way.
If you as DM have a player that is incapable of exercising the ability to not cheat, then remove them from the campaign, same as you would a pen 'n' paper game. It is not the purpose of this site to prevent cheaters - that's the DM's responsibility.
