Either the homebrew was improperly set up or you're not looking in the right place. Or you haven't enabled Expanded Rules.
In the dropdowns homebrew is at the very bottom.
All artificer homebrew is working fine for me. Nothing has changed there.

Did you miss the part where the character previously had a hb spell and now can't get it back indicating it was working just fine before, but not now?
No, but there can be other reasons for that like you're no longer in a campaign where the HB was being shared, or the HB was removed from the Collection, or it was added using Hero sub which has lapsed, or it was unpublished and the author deleted it. And so on.
Artificer HB is working 100% perfectly fine for me and since we're using the exact same system, the difference will lie in user error. Be that yours or the HB author, or such.

HB is on in options. HB is not visible in filter selections and the spells do not show up even when inputting the names into search.
And to be clear - you have made these homebrews, or you're in a campaign with people who have them and making the new character in that campaign (using the Join link), or you have added them to your collection?

As stated it is not a new character, she previously had the spell, a cantrip, I leveled and was going to swap it for another that did not show up as it should have. I tried to swap back to the old but it is gone for her, also.

We're using the same homebrew system. This is not the type of thing that is only going to affect one person over the other. It's either backend and affects everyone or it's user-error.
Have you checked the Available For Classes box for the homebrew? Have you made a new homebrew spell - does that work?

Here's an idea. Here's a video I made just for you. Follow the exact same steps and tell me what happens. If you can do so fine, then it was user error all along. If you cannot, tell me at what steps it is different and take screen shots

So, ddb decided to drop artificer from hb spells at some point in the past couple of months? Spells that did have them listed no longer do and have not been updated in 2 years.
I don't believe that, but that'll have to be an agree to disagree thing. 🤣 Well, easy fix then, just add Artificer back into the Available For Classes box.

For HB you don't own you can reach out to the author or just recreate a version for personal use.

I have Homebrew enabled in settings yet no homebrrw spells are showing up for my artificer nor is the Homebrew category available for filtering.
