Levelled scaling is because every spell can be upcast regardless of whether it has additional effects when doing so. On D&D Beyond this means clicking the cast button uses the relevant slot automatically. 

For instance say you have no more 1st level slots,  but you want to cast Detect Magic instantly. You can go to 2nd level spells and it will still show there as available to cast and you can click cast button to automatically use your 2nd level spell slot. So for most it is actually very useful - which is why it works this way.

And, no, there is no way to turn off levelled scaling on a per spell basis - it's all or nothing - because that would be ridiculously complicated to code up.

Normally, it only displays the spells that scale on the higher levels.

However, is your character a warlock? Because they only have max-level spell slots, all their spells get scaled.
