Not sure if a bug or just allowed but I can click into manage feats on my character sheets and add any feats I want even if I don"t meet the pre-req's?
Maybe this should be something you can turn on and off like homebrew and critical roles content?
That's by design as many people asked for it - a fairly common practice is for campaigns to allow players to select a free feat at first level.
The character builder (edit mode) will always show you what the standard rules allow you to select.
Just think of it the same as a paper character sheet - you can write any feats or proficiencies on that you like, but only if the DM agrees that it's ok to do so.
