For homebrew the modifier subtype Choose a Skill or Tool for the Twice Proficiency modifier cannot be selected when making other races. This subtype was introduced for Aereni elves in Wayfarer's Guide to Eberron (which I have purchased) but I cannot choose it when creating a new homebrew race/subrace. Surely this is a bug?
