I am also experiencing this issue. After some investigation I was able to limited the issue to occurring only when a campaign which has a level 0 character is selected for character management.
Do you have any browser extensions that might be interfering? Beyond20 and AboveVTT may potentially affect normal D&D Beyond website functionality. This is often why using an Incognito browser works, as all extensions are disabled. If disabling all extensions doesn't help, you might also try disabling any external VPNs or ad-blockers.
Lastly, are you part of any campaigns that don't have a name? As either a player or DM. This is a known issue that causes Encounter Builder errors, and may be at play here.
I'll add monsters, home brew, add a title...everything, but when I go to save the encounter it encounters an error and well...that sucks .

I try inside and outside of the campaign, but it never saves.
Got word back from Support, try opening an incognito tab or window. It worked for me.

Solved! I had an unnamed campaign (just an old test). I deleted the campaign and everything reappeared. It's a weird bug. Thank you all!!
