So I purchased Descent into Avernus (29.99) and each time I try to access the material either through the web or the Iphone app, it brings me to a purchasing page. I have see the transaction on my CC. Should be an instant process right?
The app can have some issues (it is in beta) and there is always the possibility of some random bug.
Are you able to access it on DDB website?
Have you tried going to my account - my content - adventures and seeing if you can manually download it there?

It can sometimes take some time for the purchase to go active on your account. Hopefully it is working now?
