The prerequisite for the Greater Dragonmark feat is level 8, but this does not work as you can select it before level 8 when the character has a dragon mark.
The level requirement prerequisite isn't coded into the system - this should be something that is resolved in the future.
As with many rules for Dungeons & Dragons, the rule (prerequisite) is clearly communicated as part of the feat, so it shouldn't be selected for a character that is lower than level 8, unless the DM has agreed that this is ok.
