My campaign uses homebrew shotguns where instead of me rolling to attack, it shoots everything in a cone and everything in there can make a dex save in order to avoid damage. I tried creating this as an item but I am unable to change it from a roll to a dex save.

The tools to do this aren't available yet. Just put it in weapon description is best you can do.

D&D Beyond FoundersYou have a couple of options - you can add a custom action to the character sheet directly, or create a feat that adds the relevant shotgun action.
