I have a character that is owned by another player. I own the Handbook in the DnD Beyond and am DMing the campaign. He is not able to see the Circle of the Moon in the druid circles drop down. Only the Circle of the land. If I create the character sheet first then hand it over to him, he then can see it.
If the player knows they want to do moon Druid, another option would be for them to just purchase the Moon Druid subclass for $1.99. Depending on what spells they want available they might also want to purchase either individual spells or the spells bundle from the PHB.

The non-free options must be unlocked with a purchase from the Marketplace or via content sharing.
Someone in the campaign needs to get the master tier subscription to enable content sharing for the campaign.
