There are wird Council Seat feats appearing in some of my characters feat selection or manage feat parts of their character seat, it doesnt say where they're from and they dont work if you select them, has anyone else noticed them or know where they might be from?
This has happened to me. Is there another DM in your group? Or another player with custom feats? This happens becasue someone made this as a homebrew feat and has the homebrew sharing feature on in your campaign. You need to mess with your settings to turn this off or have that said player turn them off themselves by making the feats private instead of public.

Homebrew is shared automatically and there are no campaign settings that will disable it. There is no option to "make feats private" - they are private by default and will be shared with the campaign whether private or publicly shared. Once publicly shared they cannot be set to private again.
There are 2 solutions:
Players can disable Homebrew for individual characters by turning Homebrew off on the Home page of the Character Builder.
The player who has the feats can remove the feats from their Collection - which will stop them being shared.
