Or if you are going to be playing a campaign anyway, you can skip some steps by not having to make a new campaign, give the player a link (assuming they were already invited), or delete campaign.

Can i give ownership of a Character sheet i made for a player to them some how? or can they copy it or edit idk how it work for a non DM account
Create a Campaign.
Copy Join Link
Use Join Link
Add character.
On Campaign Page, unassign character.
Copy Join Link
Give Join Link to other player.
Other players uses link and chooses to take the unassigned character sheet.
Go to campaign page, ensure character shows assigned to player.
Delete campaign.

They'll now have the character as one of their own.
