Did they join the campaign and are using characters in the campaign? If they're not, they need to by using the Join link from the top-right of the campaign page.
Do you have a Master-Tier Subscription? If you do try turning it off and on. If you don't you need to get one.
If you do have a master-tier subscription have you enabled content sharing in more than 3 campaigns? You can only have 3.

They see the Feats but not the spells. And yea they've joined the campaign entirely through the link. I do have a subscription. Though I'm not sure it's Master Tier.

Only Master-Tier subs let you share purchased content. If you go to the Subscriptions page (under Marketplace menu) you will see which tier you have.
You may want to check the marketplace for the sourcebook and ensure your purchase of the spells went through.
If you have purchased the spells, they're in your campaign, you have a Master-Tier sub, you've enabled sharing, and have 3 or less campaigns you have sharing turned on for, then you have a bug. I recommend raising a Support Ticket by using the Contact Us link at the bottom of this (and any) page of the website.

Turn content sharing off then back on. Sometimes licences don't share if they are acquired after sharing was enabled. It is some kind if cache error probably.

D&D Beyond Master Monthly is what I have currently. The Spell Bundle and Feat bundle are under Current Product Licenses.
