Can you check with WotC which is the correct version and request an errata to add the presumably missing feature explaining why +1 is applied to each skill proficiency, or correct the skill proficiencies? Keep in mind that either the Night Hag or the Night Hag (Coven Variant) will have to be actually adapted in the end.
Unless WotC issues new errata for the Night Hag, the stat block is correct and it's the Coven Variant that's wrong. That stat block isn't physically printed in the Monster Manual; it's supposed to be the result of adding the Shared Spellcasting trait mentioned in the Hag Covens sidebar.
Monsters don't have to follow the normal calculation for skill proficiencies and sometimes have additional bonuses. A good example is the Lich's Arcana skill, which uses twice its proficiency bonus.

Thank you for reporting this, I have fixed the issue with the skills for Night Hag (Coven Variant).
Effectively, the monster gets a +1 bonus to its skills.
Some monsters just work like that - the stats from the sourcebook are correct, unless errata is issued.
