I've seen several threads where spells from some of the expanded spells aren't available for characters to learn or ready. I found these because I have a similar issue with a lvl 20 mark of passage human warlock and went looking for solutions.
As near as I can tell, the class expanded spell list is all there, but the spells I can pick from the racial list are ones I had in my warlock list already.
If I were to guess, the class expanded list is superceding the racial list. From a coding standpoint, as if both lists had the same variable name (say XSL, for eXpanded Spell List). If that were the case, changing the variables to, say, RXSL, for Race eXpanded Spell List and CXSL, for Class eXpanded Spell List might solve the problem. Or partly, anyway... multiclassing could still cause issues, so the CXSL might need a different name for each class.
Spells of the Mark have not been implemented yet. If you are talking about other types of expanded spell lists, can you give an specific example? I've never seen this be an issue with subclasses, for example.
Dragonmark variants/subraces - there are 13 of these presented in Chapter 1. All of them have a racial feature named, "Spells of the Mark" that adds spells to the character's spell list, if that class has spellcasting or pact magic. We haven't been able to model that correctly at this time, but will implement as soon as we are able to.
One solution for the interim is to create homebrew copies of the mark spells (e.g. Expeditious Retreat-Mark of Passage or Mark of Passage-Expeditious Retreat) and add any "missing" spellcasters to the list of casters who can use the spell.
