So I am in an AL game and created a character based in part on my DM's requests. I went to add herbalism as my monk tool proficiency and.. it isn't there. I am an Acolyte and a stout Hafling, neither of which grant the proficiency. I looked at the character and i am not proficient in it. I selected brewers kit, just ot fill the slot. I even logged in on a different machine.
If a mod wants to look, the character is Steefan Toetip.
Monk proficiencies are an "artisan tool" and herbalism kits are not an artisan tool. They're different type, like thieve's tools. None of the official monk traditions or the monk class in general grants proficiency with herbalism kits.

So does that mean that an Artificer would not be able to use herbalist kit as a focus?
Correct,
The class let's you use thieves' tools or an artisan tool as a spellcasting focus. Since a herbalism kit is not an artisan tool it cannot be used as a spellcasting focus.
