I created a PC for a player who didn't have her own D&D Beyond account, but now that she does I'd like to transfer the PC over to her.
Is it correct that I can 'unassign' the PC from the campaign, then share the PC via "get shareable link" and when she logs on to her DDB account and accesses the link she'll have the opportunity to claim the PC and rejoin the campaign?

Close. You need to send the campaign join link, not the character share link. Claiming an unassigned character should be one of the options.
