Every background has 2 skills and 2 tool proficiencies and/or languages (2/0, 1/1, 0/2). But the Smuggler background in GoS only has water vehicles, no other tool or language. Is it like this in the physical book?
It's not always the case. Haunted One has two skills one language and no tools (and the options are very limited). I only noticed this when I made one of my latest characters. Was definitely confused.

I don't have Ghosts of Saltmarsh, but would have thought Smuggler it would be a variant on Criminal (smuggler)

Does this get you a watercraft as equipment, or just the ability to crew one?

D&D Beyond FoundersYou can always select the "custom background" when creating a character and choose the Smuggler feature. :)

I will, and I'll be encouraging my players to do so when I DM.
Any luck on figuring out what the Down Low feature is?
It's like Rustic Hospitality (Folk Hero), but you can basically hide out and the PC group can be secret.
Maybe that's why only 1 tool/language, but that feature doesn't seem that great to me.
