But you don’t need them to choose those “at level 1” you need them to choose those “at creation.” That’s why they shouldn’t be set as options “at 1st-level.”
I mention it because I specifically made something work that way once because I needed it to be available to my players so one of them could choose it, but that nobody else could accidentally make it work for them, only the player I had explained it to. So try this, add the race, then go add the class, Abilities and Background. Then go back and check the race again to see if it becomes an option. If not, refresh the page and check again. That was how I told that one player to get the thing to work, but it wouldn’t work unless that was done, all because I specified that minimum level.
The other thing it might be is: when you attach features to a race or class, the whole race/class has to be re-saved so that everything syncs up and rechecks for compliance. If you save an Action that’s part of a feature, you have to save the feature itself as well, and then save the whole race/class again too to trigger that check. If you have the character sheet open on another tab at the same time, after you re-save everything you also have to refresh the tab with the character sheet to trigger that to recheck for changes.
I do know, that right after they ported me over to the new character sheet, I had to wait overnight the first time, and almost a half hour the second time for things to all get synced up (probably because of how much I homebrew), but then after that it went back to normal. So this may be part of that, you might just need to wait a little bit and then all of a sudden the next time you open the creator it’ll be there.
I also know that the mods have been suggesting to log out, clear browser cache, and then log back in and sometimes that fixes it. Others see the problem on their computer, but on their phone it’s working just fine, and then the next day it’s all fixed. 🤷♂️
If none of that works, then you might have a bug report.

1. Made sure the character was made, simulated a long rest just to be sure, went back in builder and checked, still no options available
2. Oh yeah, I've read that somewhere else, and since then I make sure I press the save button alll the time. To make it 100% sure I changed something minor in the description, which I then indeed saw changed, but still no options to take
3. Tried the sign out, clear cache, close the browser, reopen, log-in, create a NEW character, did the above things, still nothing
4. I doubt it's a sync issue? I mean I can see that other small adjustments are made, but hm
Hello! Been breaking my head for the last few hours as I couldn't get this to work at all.
I've made a custom race and did the following:
Racial Trait: Tribesman
Display order: 2
Levels where options known: Tried both blank and just 1
Then, there are 5 options to choose from, I've set them all to be available at 1
Saved everything, coming to character creation, and the options are only available at level 1, what gives?
Kinda stupid that that race suddenly remembers at level 2 where he comes from etc
When you are creating the character, it has no level until it is created. You have to set those “available at” as blank.

Hmmm.. Not really I think? The person in that thread had a problem with a modifier in an option if I read it correctly
My problem is that I cannot select any option whilst making a character. Even if the character is created and treated as level 1.
Whenever I put the character on a higher level, I suddenly get to choose an option!
Edit: the character has to start on level 1 :x
Edit 2: creating variants or subraces is not really an option, as I have 2 Racial Traits that needs the player to choose one option at level 1
