I have recently bought the "Dragon of Icespire Peak" sourcebook, believing I was going to be able to download it to my pc, but I'm having a difficult time doing so.

No. It’s not to hard too print the contents of a browser tab, but I don’t think that will give you what you want. if you have a smartphone or a tablet (android or Apple), then you can get the DDB compendium app and download it to that. note that there are two DDB apps: the compendium app and the player app. You may want both eventually, but the compendium app,is what is needed for offline access to the “books”
