I think it turns off On Eberron, critical role, and Rick and Marty all ant once. Maybe a few more items. Wizards of the Coast asked DDB to separate content into “Core” and “noncore”.

I honestly wish we could turn individual sourcebooks on and off separately. I might not want any Theros content in my Eberron campaign, or vice versa, not want any Eberron content in my Theros campaign.

So on the character creator (which the OP asked about) you can turn on/off categories like Eberron, Theros, Critical Role, etc. As well “non core” (which may or may not be all the of other toggles). At the campaign level, you can turn off specific books if content sharing is turned on, but that only turns off compendium access, not character options access. I agree with you that it would be helpful to turn off character content from specific books at a campaign level.
For that matter, it would be nice at the character level: one can turn off categories, but not specific books. So if I’m playing in AL and my +1 is Volo’s, for example, I can’t turn off the spells from Xanathar’s for my character.
I also really really wish they would give toggles for all the books here. At the least they need to add Aquisitons inc, wildemount, SCAG, and separate ravnica and theros into their own toggles. I would love to be able to toggle off all the setting specific books.
I feel like a dropdown menu with main toggles on top, followed by a bar, then individual books would be ideal. Declutter what they currently have, while adding those sort of options.

Book by book toggles is really what we need. Not even every game is necessarily going to allow Xanathar's Guide to Everything, after all.
They also need to let GMs set up their campaigns with individual books toggled on or off.
I feel like a dropdown menu with main toggles on top, followed by a bar, then individual books would be ideal. Declutter what they currently have, while adding those sort of options.
