You do not need any subscription to use any homebrew that you have created.
If you wish to share your private unpublished homebrew in a campaign with other players though, then you need one person with a Master Tier Subscription (it can be either the DM or another player) to turn on content sharing for that campaign.
In terms of homebrew, the only thing Hero Tier Subscription does is to allow the account to access public published homebrew created by others.
Unless you are absolutely certain that you know what you are doing, do NOT publish your own homebrew. It makes making changes to your homebrew far more difficult and frustrating. Publishing your own homebrew will NOT be automatically shared with other players in the campaign, as all other players will need at least a Hero Tier Subscription to access that published Homebrew. It is far cheaper to just have one person to pay for Master Tier Subscription to share private unpublished homebrew than to have everyone in the campaign each buy Hero Tier subscription. Even if everyone in the campaign has Hero Tier Subscription, you still need at least one person with a Master Tier Subscription to share official content.
Ignore the strikethrough parts. You can share private homebrew without any subscription in a campaign.
