We're still working on a lot of details with the subclasses in Tasha's Cauldron of Everything, including those that are reprints from other books. In the character builder, on the Home screen, can you make sure the Magic: The Gathering Content toggle is turned ON (it's red) and see if that subclass shows up?

Not all of the character options were deployed when the compendium was released earlier today. They are expected to be deployed today yet.

thanks for the reply, enabling the MtG content worked, I see MOoT as an option for college of eloquence
is there anything in here that would need to be adjusted to use properly or am I good to go with this?

InsiderAt the moment we are still working on getting all the new features for subclasses, as well as Optional Class and Origin features done and out to the character sheets. So until those updates you may see some issues.
