West Wind, the heavily-armed half-orc monk from Lost Laboratory of Kwalish, is a bit of a mess. His Blade of the Medusa attack is missing the tooltip for flesh to stone (as well as the blade's target restriction), his languages and alignment are uncertain, he's referred to as "West Wind" in some places and "the adept" in others, and he doesn't have half-orc racial traits (though he might not be supposed to be).

We have to be very specific to stick to the exact text of the published book, rather than interpreting and potentially making unintended changes.
In this case, we have the following line, which means we know that they are half-orcs, but the following list of changes doesn't say anything about adding the half-orc racial traits to the stat block. This may be an accidental omission on the behalf of the author, but normally if it is intended to add racial traits/features, then they are specifically stated in the list of changes.
Two half-orc monks named East Wind and West Wind protect the Grand Master at all times. Each is a martial arts adept with these changes:
The listed attack is also exactly as per the published material. Maybe the West Wind has mastery over this magical blade that increases its potency when he wields it? :)
