If you equip an item like the Staff of Power and the Staff of the Magi, the upranked Lightning Bolt and Fireball spells cost too many charges. Staff of power casts these at 5th level for 5 charges, but on your character sheet it costs 7 charges. For the Staff of the Magi these spells are cast at 7th level for 7 charges, but on the character sheet they cost 11 charges.
I ran into this problem when I was trying to make a homebrew item and couldn't figure out why the charges were not coming out correctly. I think there is an error in the code when it comes to the amount of charges for items that cast spells at a higher level than the minimum.
