I have a master tier license and have created a campaign where I have shared content. I have shared only the DMG and the PHB and blocked all other sources and adventures. When my players use the character creator they still have access to all the sources I own for creation. I saw the warning that the character creator would still use all of my sources. Now when they try to put a character in the campaign they can't join because they have used something from a source that I have blocked.
How do you limit the character creator to only certain sources?
Unfortunately, it's not entirely or easily possible. As you discovered, turning off sources of shared content only affects the compendium content, not character options. You can ask your players to make sure the toggles for homebrew, magic the gathering, critical role, and non core D&D content are turned off. But this won't block things like SCAG, Xanathar's, etc.
I am hopeful that eventually this will be possible, but I don't think it will be any time soon.
