If you are one of the players, your DM needs to send you an invite link to the campaign and you can select to join with that character after clicking the link.
If you are the DM, you already have the invite link, so simply copy and paste it into your URL bar and you can “join” the campaign with that character as if you were a player.
Maybe please have some more decorum when addressing people who are attempting to help. Given that reading your question it does not inherently imply you wish your players to take over existing characters that you created.
IamSposta is correct, as the only ways to "upload a character to a campaign" as you phrased it, is to use the join link, this is the case even if you are a DM (not necessarily intuitive, but non the less, that is the case).
Once you have brought a character into the campaign using the join link you can repeat this process for any number of character that you wish.
If you would like for your players to take ownership (claim) any of those characters, then you simply unassign them on the campaign screen and your players will be free to claim then, at which point the characters will belong to them.
That's because I do not want players to take over the NPC's I created, I just want to move the NPC's to the campaign and out of "My Characters" I want to be able to use the NPC's in the encounter builder. I might use them as friends or as foes.

If the DM “joins” their own campaign with their own characters, then those are effectively NPCs. The process is the same regardless. As long as you don’t “unassign” those characters, the players will not be able to take control. You are basically telling the computer that you intend to be a player on your own campaign. You will even be listed as the player of those characters. Whenever the DM controls a Character, that character is an NPC.Okie dokie?
If those NPCs were created using the character creator, and you add them to a campaign, then they will count as part of the party for encounters. If you want them as foes, then you have to recreate them as Monsters. The encounter builder is still fairly new, all it knows is ”PC=Good Guy,” “Monster=Bad Guy.” I mean, it’s still in beta testing after all.)
Next time you ask a question in forum and get a response, and you question the validity of that response, then you can simply click on their profile picture. That will take you to their profile page where you can see how long they’ve been a member, how many posts they have made, and how many times other users have formally thanked them for their posts. That info can be useful in making those determinations. And please remember, while one may not know how well informed the answered of a question is, one can in fact draw some conclusions about how well informed the asker might be.
PS- FYI, any character(s) that you add to a campaign will still also be listed under “My Characters” since they would in fact still be your characters.

I missed this the last time. When you send your player the invite link, once clicked they will be given a choice between joining with a character they have already created, creating a new character directly in your campaign, or “Claiming” a “Unassigned” character if any are available.
Since you don’t want them to claim any characters, be sure to not unassign any characters that you add to that campaign. Remember, any characters that you create directly within that campaign will get created as automatically Unassigned, so make sure you claim them.
The way that choice presents itself is at the top there will be a button to create a new character, and below that they will see a list of every character they have already created elsewhere. If any of their characters are already in other campaigns, they will be grayed out and not be selectable. If your players character is in fact in another campaign then be sure to tell them to leave that campaign first so the option will be open for your campaign.
If there are any unassigned characters in that campaign, those will be listed just below the giant blue [CREATE A NEW CHARACTER] button, and just above the list of their own characters from which they can choose.
If they are not seeing their own preexisting characters listed as available with which to join the campaign, that is usually the result of one of three things:
They do not actually have any preexisting characters to choose.
They are running an ad/popup blockers, browser extension(s), or a VPN that may be interfering with DDB.
You sent them the URL for the campaign instead of the actual bright blue “Invite Link” located at the top of your campaign page.

I would recommend NOT adding your own characters to your campaign, especially if they are NPCs.
All the characters in the campaign are viewable to each other so your NPCs would have no secrets. Plus, NPCs don't need full statblocks.
