If it was my game, I would probably say that you could but only at a certain level and only once a day could you cast it without the wand to focus the energy as you are not a full caster.
An artificer studying a Wand of Fireballs would likely learn how to make a Wand of Fireballs, not how to cast the Fireball spell. Heh, that sort of backwards transition, from artifice to wizardly knowledge independent of any item or implement, is kind of anathema to the entire spirit of what the artificer is.
Honestly I think a wand of fireballs gives you plenty of uses between recharging and you could make a wand of lightning bolts as well. Since you can attune to so many items I feel like this is a good way to get some oomph to your arsenal.
For what it's worth, artillerist gets Fireball as a subclass spell, so making a wand of Fireball is fair game.
Edit: Nevermind, apparently magic items dont follow the same crafting rule as scribing a scroll, in that, you have to know the spell. Oh in about to annoy the gell out of my DM.
I would allow the item to be subject of research as the rules outline in XgtE I would require them to have access to the item, and space so that they can use the item. The dc would be 10+ double spell level (6 in this case), and would require 10 success's total. The first five would teach the design of the wand, the second five would allow the creation of scrolls/potions.
An attempt would require a week and allow three checks. I would also let any Success by 10+ to count for two success's
I'd definitely allow having a Wand of Fireball to grant you a discount on the time to research the fireball spell itself. My normal time reduction would be to halve the time to research the spell. You still have to make an appropriate Arcana Check to successfully create a Fireball scroll to complete the process.
