Given that the thunder gauntlets are inherently magical, I would imagine you aren't supposed to be able to infuse them. despite the fact that their thunder damage still counts as a weapon attack.
I'm assuming you're talking about being unable to target the gauntlets with infusions on DDB. Check this thread to see if you're not just doing it incorrectly. If the thread doesn't have a solution to your issue still, you can also report the issue on the thread for them to investigate.
The stats of whatever suit of armor you turned into power armor. You put on a suit of heavy armor, then take an action to change it into your power armor.

Even @ level 9 they cannot be chosen as target for the infusion.
