I'm going to be running a campaign where the characters are all members of a small goblin tribe just trying to make it in the world. I figured it would be a fun way to explore what it must be like for the lowest guy on the totem pole. As a result of reading the informaiton in Volo's guide, I'm severly limiting class options, and have been struggling to come up with good warrior archetypes and the like. That having been said, I've found good things for everything but clerics; despite the wealth of homebrewed stuff on the internet, it doesn't appear anyone has done a meaningful coverage of Khurgorbaeyag, or any other most race's religions, at least not generally, so I took a crack at it. Let me know your thoughts.
Khurgorbaeyag Domain
Domain Spells
1st - Thunderous Smite, Command
3rd - Magic Weapon, Hold Person
5th - Fear, Bestow Curse
7th - Dominate Beast, Staggering Smite
9th - Dominate Person, Geas
Bonus Proficiencies
At 1st level, you become proficient in Intimidation and with martial weapons.
Master of The Lash
When you use the Attack action with a whip, you can make one weapon attack as a bonus action.
You can use this feature a number of times equal to your Wisdom modifier (a minimum of once). You regain all expended uses when you finish a long rest.
Channel Divinity: Subjugate
Starting at 2nd level, you can use your Channel Divinity to force opponents to abide by your will.
When you strike an opponent with a hand or melee you may, as a bonus action, demand that they obey you. The target must make a Wisdom saving throw. If it fails its saving throw, it is charmed by you and must obey you and other creatures you designate until it makes a Wisdom saving throw against this effect. Anyone effected may attempt a Wisdom saving throw as follows:
- Whenever damaged, other than by a whip of Khurgorbaeyag
- Whenever called upon to make a death save;
- Whenever assigned a new task;
- Whenever asked to undertake an inherently dangerous task, or task he has reason to believe is dangerous.
If you strike the target with a whip of Khurgorbaeyag when initially using this ability, or assigning a new task, the target’s Wisdom saving throw is made at disadvantage.
Channel Divinity: Sting of the Lash
Starting at 6th Level, you can use your Channel Divinity to make the pain from your whip strikes unbearable.
For 1 minute after you activate this ability, anyone you strike with your whip (you need not deal damage) suffers excruciating pain and has disadvantage on all skill, ability, and attack rolls, as well as all Wisdom saving throws to resist attempts at mind control.
Divine Strike
At 8th level, you gain the ability to infuse your weapon strikes with divine energy. Once on each of your turns when you hit a creature with a weapon attack, you can cause the attack to deal an extra 1d8 slashing damage to the target. When you reach 14th level, the extra damage increases to 2d8.
Unending Dominance
At 17th level, you may cast the spell Command as bonus action or action without using spell slots. This spell cannot be counterspelled, dispelled, and is not subject to anti-magic fields, though it will still need verbal components. If the subject resist, you cannot use this ability on the subject who resisted again until you take a long rest, though you may still attempt to cast Command normally.
Also at 17th level, if a creature within 30 feet of you succeeds on a Wisdom, or Charisma saving throw to resist a spell granting you or an ally control over them, as a reaction you may choose to apply either Slashing or Psychic damage equal to your Cleric level + your charisma modifier to them
Subjugate could just be "use your channel divinity to cast command". Whenever you succeed in an attack with a whip against a creature, you can burn a usage of Channel Divinity to cast command with no save available (you already had to hit with the attack roll and burn a CD)
Divine Strike: make it radiant or force damage to drive home that this comes from a god. Also that helps deal with damage resistances.
Unending Dominance: I'd switch it to suggestion? It's a capstone ability, and that gets rid of a lot of the wordiness of the ability. But not being able to be remove it is a little OP. Maybe use something similar to the College of Whispers "they don't know they were charmed" type stuff?
You should give it a better name than just the god itself... Lash Domain, Pain, Domination. I will come back with suggestions, but for now it looks too strong in a couple abilities especially in combination.

I love this idea! Some notes:
