If I was the DM I would allow that. It’s creative and it has a cost to the party, so I would let it work.
Don't forget that speak with animals is a ritual, so some the characters that have access to it (bards, nature clerics, druids, totem warriors, ritual casters from the feat) can use it by only expending the resource of time.
With that being said, I still think that I would allow it too. Nothing about the spell or wildshape sounds like either would prevent it from working, and party communication is a big drawback to staying in wildshape anyway.
If one of my players tried this, I would totally allow it. I make the flow of time a big deal in my sessions, so spending the time to to rest/cast a ritual might actually be costly, depending on their circumstances.

A one level dip into Great Old One Warlock gets you limited telepathy.
There are also other ways of gaining telepathy or communication that may work - racial, class, and spell abilities. Ghostwise halfling comes to mind, but I think some other races might get limited telepathy.
I'm not sure why a person would not allow it based on what both abilities do. Other spells like beast sense should also work, but many of those related spells have INT restrictions on them to watch out for.

Kalashtar is a great race to get around that.

Kalashtar or Verdan, both ways to speak with your druid party member, or party members if you are a druid.

The thread is over 3 years old over that time a lot of new races have been added Thri Keen is only one of several that have telepathy
For a non-prepared spellcaster like a non-druid, speak with animals is a costly usage from a small pool of known spells.
I am pretty sure that the Gem Dragonborn introduced in Fizban's Treasury also has a form of telepathy.
