I think as a DM I would not allow a monk to “climb” out of the water once in the water. As a see the ability more like being able to channel ki and body momentum to run swiftly without breaking the surface of the liquid. Or I might allow it but they may need to spend a ki point to essentially find some dope monk way to swirl around and gain momentum enough to step up with momentum into the surface and continue running. But I don’t know, might be a rule of cool thing.
the concentration check idea wouldn’t make a lot of sense to how I see it working as it’s not so much something they are concentrating on like a spell that allows you to stand and walk on water as though it’s solid ground. More of a “crouching tiger, hidden dragon” style carrying of momentum and weight for a limited distance/time before gravity/physics inevitably have their way.
as long as you end your turn with movement and immediately start your next turn with movement then i think its fine to say you don't sink. there is always constant motion in battle and it's not like you freeze frame at the end of your turn.
I wouldn’t allow it. If you really needed to get across a large surface of liquid you could always Dash as an action and Dash as a bonus action. That’s a lot of ground…or liquid to cover in a turn. If you don’t make it you sink
