yes, the ability requires taking an action, regardless of whether the paladin themselves is the target.
As an action, you can touch a creature and draw power from the pool to restore a number of hit points to that creature, up to the maximum amount remaining in your pool.
Some groups may houserule it, but the rule text for the Lay On Hands ability is quite clear. It says you use your Action, and offers no ways of using it that create an exception to the rule. Rules in D&D are much like wedding vows in The Princess Bride. If they don't say it, they don't do it :)
For some reason, I didn't think that you could you Lay On Hands on yourself. Maybe that's just a houserule?
It just says you touch "a creature". You classify as a creature, so since it doesn't explicitly exclude you, then you are a valid target for the ability. Just be ready for your party to make jokes about you touching yourself :)
RAW, yes. It straight up says in the text for the ability that it requires an action. However, some DM's allow it to be a bonus action. Talk to your DM
