As in the Elder Scrolls one? Closest way I can think of would be to take a few levels as a Warlock, pick Pact of the Blade at the third level, and then grab up the Improved Pact Weapon invocation. You could then make your Pact Weapon a magic bow that you can summon and dismiss if that's what you're after, but it would require a full action to summon, and you'd be investing at least 3 levels into Warlock for something that is kind of gimmicky.
Other than that it'd probably have to be a homebrew like Dchiguy said. If you want to go that route I'd advise looking at the Flame Blade/Shadow Blade spells as a starting point and working with your DM to create something from there.
There is also the Fighter subclass, Eldritch Knight, who can create two bound weapons and can summon either as a bonus action so long as the weapon is on the same plane of existence.

Are you talking about creating an effect like the skyrim ability? You will probably have to homebrew that.
