So i'm starting in a new campaign and got a the taste for a ranger. One thing that I always wanted as a companion was a owl but I wanted something kind of new and yet I love the owl. Wasn't until recent someone mentioned the Owlbear. When I saw it I instantly fell in love with it, so before I take it up to my DM I am wanting to see if it is possible if I can start off with a beast. I just want to make fair and not start off over powered. If it is not a fair start I would like to now if its possible to have a cub just for RP would never throw it into a fight.
Rangers don't receive an animal companion unless they go into the Beastmaster archetype, which they can do at third level. Depending on what level you are starting at, this may not be feasible to start with. Additionally, Owlbears are large CR 3 monsters. As per a ranger's beast companion, they must be a medium or lower sized creature of CR 1/4 or lower. This means that Owlbears can't be chosen as a ranger companion.
Now that the boring rule stuff is out of the way, the real thing to do is discuss this with your DM. Having an animal cub that you start with is not an unreasonable request by any means, and I'm sure most DMs would be willing to work with you to figure out how you could have an Owlbear companion without it being overpowered to start.
It may also be worth running Matt Colvilles homebrew version past your DM as he tweaked it to use with monstrosities in his latest campaign (details here https://www.mcdmproductions.com/the-chain)

It will take some homebrewing and house ruling. Completely up to DM.
